Main State Expert Review Support

Verifying documentation against legislative standards determines the safety of a planned building for visitors and the environment. Passing the project review is necessary for the full preparation of documentation for the proposed development. A positive expert conclusion is required to obtain a construction permit. Without the review and a positive outcome, further construction planning is futile.
Glavgosexpertiza is the main body responsible for conducting national-level state project reviews. The subjects of analysis include: structures in embassies and consular premises; facilities in economic zones and on the continental shelf; defence infrastructure and classified sites; cultural heritage monuments; specialist nuclear energy facilities; hydraulic structures of the first and second categories; technically complex communications structures; power transmission lines and electricity grid facilities; space infrastructure facilities; air, sea, and rail transport facilities; underground railways; thermal power stations of 150 MW or more; aerial cableways; hazardous industrial facilities; unique structures over 100 m in height with spans over 100 m or cantilevers over 20 m, or embedded 15 m or more into the ground; and federal motorways.
The procedure and review stages are governed by Russian Government Resolutions No. 145 of 5 March 2007 and No. 272 of 31 March 2012. The client applies to a specialised organisation and submits the required documentation. A contract is signed between the project developer and the consultancy, specifying the cost, completion deadline (six weeks from contract signing, with an extension of no more than three weeks), and the mutual rights and obligations of both parties.
State project review requires: a written or electronic application for services, project drawings and calculations, the design brief, a document confirming the authority of the client's representative (if not the owner), and a document register. Upon expiry of the set period, the client receives a positive or negative decision in the form of a written document containing the committee's conclusions.
Under Resolution No. 145 of the Urban Planning Code, after amendments have been made to an approved construction scheme, a secondary review is required in cases where: engineering solutions have changed and the amendments affect the safety of the facility or touch on the structure of the capital building; or amendments have been made that increase the construction budget. A new state review follows the same procedure as the initial review. Only the amended sections of the documentation and their compatibility with other documents are reviewed.
Upon receiving a negative conclusion, the client may: appeal the expert body's findings by filing a claim with a court or the Ministry of Regional Development; or address the experts' comments and resubmit for review. Addressing the comments in a reviewed plan is the most effective course of action following a negative decision. It is not necessary to withdraw all documents — only the section containing errors needs to be taken, corrected, and resubmitted for an additional check. A fixed period is provided for making the amendments.
A review is not required for: individual residential buildings up to 3 storeys for a single family; block residential buildings up to 3 storeys with no more than 10 blocks; multi-apartment residential buildings up to 3 storeys with up to 4 block sections; standalone development objects up to 2 storeys with an area of up to 1,500 m²; standalone production buildings up to 2 storeys with an area of up to 1,500 m² (excluding extremely hazardous, technically complex facilities). Also not required for approved standard project documentation used repeatedly without changes.
